At the CNBC AI Forum, Arnold Ventures co-founder and co-chair John Arnold said public support for data centers has fallen sharply as communities focus on power costs, water use, AI-related uncertainty, jobs and distrust of promised economic benefits. He cited polling showing support for data centers in local communities dropping from 44% to 15% in a year.

Arnold said Texas Gov. Greg Abbott is responding to the backlash by pausing new data center approvals until an audit examines their effects on electricity and water. He noted that politicians in states including New York and Texas have discussed moratoriums, while others in Virginia, New Jersey, Pennsylvania and Michigan have pursued conditions such as protecting ratepayers, using sustainable water supplies, engaging communities transparently and providing meaningful local benefits. Arnold said Abbott may ultimately favor accountability and responsible development rather than an outright ban.
