P&Z Commission sends some data center regulation recommendations on to council
Marshalltown's Planning and Zoning Commission advanced several proposed data center regulations, including water-system connection, private-well restrictions and noise requirements, while delaying action on setback rules and the proposed overlay district. Residents and commissioners raised concerns about water consumption, electricity use, noise, cooling systems and the potential expansion of data center development; the city did not act on extending its existing moratorium.
Marshalltown's Planning and Zoning Commission spent roughly two hours reviewing proposed regulations for data centers. Commissioners recommended approval of rules requiring new facilities to connect to the municipal water system, limiting private-well drilling and establishing noise standards. They delayed action on a broader regulation package and a data center overlay district to allow additional review and property-owner notification before potential consideration by the City Council.
Public commenters urged restrictions on evaporative cooling, water consumption, electrical demand and large hyperscale facilities, while others supported the commission's work and described closed-loop cooling as having relatively modest water needs. The commission also discussed larger residential and equipment setbacks, and did not recommend extending Marshalltown's existing data center moratorium.
