Rio Vista City Manager Kristina Miller has publicly expressed significant concerns that California Forever's "Suisun Expansion Specific Plan," if implemented as drafted, could allow data centers across 85.2% of its 13,410-acre area, potentially leading to the nation's largest data center. In a letter, Miller claimed the plan's zoning designations would permit data centers "by-right without discretionary review" in Commercial Mixed Use, Neighborhood Mixed Use, Maker and Manufacturing, Industry and Technology, and Open Space Industrial zones.
California Forever has vehemently denied these allegations, stating on its website that the idea of the Suisun Expansion becoming a data center project is inaccurate. The company reiterated its commitment to bringing "tens of thousands of local manufacturing jobs and tens of thousands of attainably-priced homes to Suisun City," promising that entitlement documents and the Environmental Impact Report will include binding power and water consumption limits that are "fundamentally incompatible" with data center requirements. The company further criticized Miller's actions, including a December 2025 letter where she requested California Forever allow Rio Vista to annex a large portion of their land, calling them "attempts by a rogue City Manager to damage the legitimate exploration process."
The dispute also highlights inter-city tensions, as California Forever declined Rio Vista's annexation request, citing Suisun City's prior engagement and its own lack of alternative expansion areas. Meanwhile, California Forever announced it has begun investing in property on the Historic Suisun City Waterfront, with plans to discuss these purchases with the Suisun City Council. The company expressed a desire to work collaboratively to bring more foot traffic, homes, and local businesses to the waterfront district.
