Michigan City officials are considering a moratorium that would suspend approval of new data center developments until new zoning regulations are adopted or July 31, 2028. The proposed ordinance would exempt both phases of Google’s existing data center project, while residents and council members debate its language and potential noise, water, energy and diesel-emissions impacts.

Gov: Michigan City City Council, Michigan City Planning Department

The Michigan City City Council is preparing to formally consider an ordinance that would pause approvals for new data center developments until the city adopts additional zoning regulations or until July 31, 2028. The measure would not apply to either phase of Google’s current project, allowing officials to study its noise, water use and energy consumption before permitting further development.

The ordinance follows an earlier proposal that was introduced and tabled so the planning department could review it. Some council members, including Joseph Nelson, criticized sponsors of the new version for failing to consult the original authors, while residents expressed both support for a moratorium and concern about the proposal’s wording. Just Transition Northwest Indiana Executive Director Ashley Williams argued that the pause could provide only the appearance of action and raised concerns about proposed zoning changes, diesel-generator emissions and fuel storage at Google’s facility. A formal first reading is scheduled for the council’s next meeting.
