Winchester approves one-year moratorium on data centers

The Winchester City Commission unanimously approved a one-year moratorium on data center development, following a motion by Mayor Jo Ellen Reid. This decision grants the Planning Commission and planning staff time to review existing zoning laws and develop specific regulations for data centers. City Manager Michael Flynn and Planning and Community Development Director Robert Jeffries recommended the temporary pause, stating that the goal is to proactively establish rules before any data center projects are proposed, as Winchester currently has none in the works.
Adam Johnson, a local resident, commended the city's action but urged Clark County leaders to implement a similar moratorium, noting that much of the relevant land falls outside Winchester proper. Chelsea Kirk, a candidate for Kentucky House District 73, highlighted that the moratorium provides valuable time for public input and community discussion, preventing rushed decisions.
Winchester is not alone in this action, joining Lexington, Versailles, London, and Nicholasville as Kentucky communities that have approved temporary moratoriums of varying lengths on data center development. Some speakers at the meeting expressed a desire for the pause to last even longer.
