West Rockhill Township officials are currently grappling with community apprehensions surrounding the potential influx of data centers into the area. Amidst these ongoing discussions, Energy Mountain LLC, also operating as Heritage Meadow, has submitted a request for a special zoning exception. The company seeks to develop a Battery Energy Storage System (BESS) on two parcels totaling approximately 21.5 acres at 25 Branch Road, which are currently zoned as RA – Residential Agriculture.
The proposed BESS, classified as an F1 – Utility use, is typically permitted by special exception in the RA district according to the township's zoning code. These systems, as described by the U.S. Environmental Protection Agency, are designed to enhance electrical grid stability, particularly by accommodating fluctuations from renewable energy sources. However, the EPA also notes significant safety concerns associated with lithium battery fires at such installations, including difficulties in extinguishing them, potential health impacts from emissions, and the complexities of cleanup and disposal.
The West Rockhill Township Zoning Hearing Board is scheduled to hold a public hearing on Energy Mountain LLC's zoning request. This crucial meeting will take place at the Tylersport Fire House on June 3 at 7 p.m., where community members and officials will further discuss the implications of the proposed BESS, especially in light of broader data center development concerns.
