Washington state is experiencing a severe bottleneck in expanding its clean energy infrastructure, ranking last among U.S. states for adding wind and solar power to its electrical grid, according to an investigation by Oregon Public Broadcasting and ProPublica. State Senator Victoria Hunt (D-Issaquah) expressed concerns about potential rolling brownouts and blackouts during cold snaps. The primary obstacle identified is the slow pace of building new transmission lines, with the Bonneville Power Administration reportedly adding only one mile of transmission lines in the past five years.

Environmental groups are advocating for legislative changes to permit transmission lines in highway corridors, a move currently restricted by the Washington State Department of Transportation. Nicole Pavia of the Clean Air Task Force emphasized the need for modernizing the grid. Labor leaders, including Matthew Heppner with the Certified Electrical Workers of Washington, highlight the significant unemployment within the construction industry due to stalled clean-energy projects. Heppner noted that "the only things we're really building are data centers," underscoring the shift in construction focus amidst the energy infrastructure challenges.

The state's goal of achieving 100% clean electricity by 2040 is complicated by the rapidly increasing energy demands from data centers, driven by the proliferation of artificial intelligence, which the U.S. Energy Information Administration identified as the "dominant driver of long-term U.S. electricity growth." In response, Washington created the Washington Electric Transmission Authority in March to coordinate and expedite transmission line construction, set to begin operations in January. However, Casey McLean of Renewable Northwest cautioned that significant permitting reform is still needed. State Representative Alex Ybarra (R-Quincy) pointed to the town of Quincy, a hub for data centers, as an example of economic benefits, including new public infrastructure, without a rise in electricity rates for other users. Separately, the Seattle City Council approved higher electricity rates for new and expanding data centers.
