Virginia state Sen. Russet Perry, a Democrat from Loudoun County, has introduced legislation that would prevent local governments and state agencies from approving new data center applications for three years beginning July 1 if enacted. The proposal would also require lawmakers to address how projects already in the approval process are treated.

Republican Sen. Glen Sturtevant supports the moratorium and called for lawmakers to consider it during an upcoming special session, citing high electric bills and the industry’s effects on water, energy and environmental resources. Gov. Abigail Spanberger has not endorsed a statewide moratorium but recently signed an executive order establishing data center accountability standards. The Data Center Coalition opposes the bill, warning it could cost Virginia investment, jobs and tax revenue.
