Speculative data center proposals across Pennsylvania are leading to higher utility costs for residents, according to Governor Josh Shapiro and the Public Utility Commission. PJM, the electric grid operator for Pennsylvania and 12 other states, includes these numerous proposals in its annual load forecasts. However, many of these projects are either redundant submissions to different towns and states or do not materialize, resulting in an overestimation of future electricity demand.

This inflated forecast artificially raises prices at the annual electricity auction, impacting everyday utility bills. Public Utility Commission Chairman Stephen DeFrank highlighted the scale of the issue, comparing a single Amazon facility in central Pennsylvania to "one and a half Pittsburghs" in terms of load. The Commission is actively working to achieve a more accurate count of actual projects and must submit its large load forecast to PJM this fall. Additionally, it is preparing a report for the General Assembly to explain the load forecasting process and identify areas for improvement.
