The City of Menomonie, Wisconsin, is actively considering the implementation of new zoning restrictions specifically targeting data center developments. This move comes as a proposed $1.6 billion data center project by an entity identified only as Balloonist LLC remains on an indefinite pause.
A first draft of the proposed ordinance, introduced this week, outlines several stringent requirements. Data center developments would be mandated to adhere to specific conditions regarding water and electricity consumption, landscaping, wastewater management, and noise pollution. Key provisions include a requirement for developers to fund any necessary expansion of the city's water capacity if their project exceeds current limits, alongside the submission of a comprehensive water conservation plan.
Furthermore, the ordinance stipulates that the electric utility must confirm its capacity to adequately serve any new data center. Developers would also be compelled to install noise monitoring equipment, ensuring operational noise levels remain within defined decibel limits day and night. The proposal also includes a provision for developers to post a bond to cover all demolition costs if operations cease and to repair any city roads damaged during construction.
This proposal is currently in its initial draft stage. A second draft is anticipated in September, with its formal introduction to the planning commission scheduled for October, indicating an ongoing legislative process for these new regulations.
