Manchester Group Pitches Massive Data Center at NAVWAR Site
Manchester Financial Group is exploring a 400-megawatt data center on a 70-acre federal site near San Diego’s Old Town, where the company is negotiating with the Navy to redevelop the NAVWAR property. The firm has contacted San Diego Community Power, San Diego Gas & Electric and potential lenders about power costs and grid requirements, but no tenant or final project has been approved.
Manchester Financial Group is considering a 400-megawatt hyperscale data center at the Naval Information Warfare Systems Command site near Old Town in San Diego. The company is negotiating a 99-year development arrangement with the U.S. Navy under which it would build a new military facility and develop the remaining land. The proposal remains speculative, with no committed tenant and no final project approval; other concepts for the site include housing, a stadium, hospital or university campus.
Manchester Financial President and CEO Ted Eldredge sought pricing from San Diego Community Power and said the firm asked San Diego Gas & Electric to study the grid requirements for the project. Potential lender Liberty Strategic Capital has also discussed the proposal. City Councilmember Sean Elo-Rivera criticized the lack of disclosure and said the property should be used for housing, while Navy and project officials said the final development has not been determined. The proposed facility could require power equivalent to roughly 320,000 homes and may be phased in 100-megawatt increments.
