Michigan Governor Gretchen Whitmer announced the Michigan Affordable and Responsible Growth Action Plan in Lansing, urging data center companies to sign a pledge outlining commitments to the state.
The plan aims to ensure that data center companies operating in Michigan bear the full costs of their development and operations, prevent higher energy bills for consumers, strengthen the state's electric grid, safeguard natural resources, and create local, well-paying jobs. It has two main pillars: calling on the Michigan Legislature to codify existing safeguards from the Michigan Public Service Commission (MPSC) into state law, and urging data center companies to sign the Michigan Affordability and Responsible Growth Pledge.
The pledge outlines specific requirements, including that data centers must not increase utility bills for Michigan residents or small businesses, must pay for all electric system costs directly attributable to their operations (including new generation capacity and grid upgrades), and must secure new, additive power resources. It also mandates compliance with environmental protections, emphasizing minimal water use through technologies like closed-loop cooling systems, and a commitment to transparency and accountability.
Michael Egbert, Vice President at Oracle, expressed support for the Governor's initiative, stating that Oracle is committed to meeting the pledge's requirements, including preventing utility bill increases and protecting water resources. He highlighted Oracle's partnership with DTE, which is projected to deliver significant economic benefits and create jobs in Michigan. Casey Katims, executive director of the U.S. Climate Alliance, also commended Governor Whitmer's efforts to raise standards for ratepayer protections and environmental safeguards.
