Michael Lucci: Don't let Beijing write Texas' AI policy
In an opinion column, State Armor founder Michael Lucci argues that Chinese-linked influence campaigns are amplifying opposition to data center development in Texas. He says concerns about electricity, water use and environmental impacts should be debated locally, but contends that foreign disinformation should not deter Texas from expanding AI infrastructure.
Michael Lucci, founder, CEO and chairman of State Armor, argues that China is attempting to slow Texas data center and artificial intelligence development by amplifying messages about electricity costs, grid strain, water consumption and community impacts. He cites OpenAI's disclosure of a Chinese-linked influence operation and references reporting about Chinese, Russian and Iranian state media narratives targeting American audiences.
Lucci also points to Anthropic's disruption of alleged data-distillation campaigns involving China-based laboratories and urges Texas policymakers to distinguish legitimate local concerns from foreign influence. He says businesses should operate transparently and be good neighbors, while calling on the Texas Legislature to preserve the state's role as a major center for energy and AI infrastructure.
