During an August 5th open meeting, the Board authorized advertising for a public hearing on the amendment. However, several supervisors expressed reservations about the timing and the need for comprehensive legal guidance.
Supervisor Mr. Stanmeyer proposed delaying the public hearing, emphasizing the "high public engagement" on the issue and the shared concerns among county and Town of Front Royal residents, particularly regarding water resources. He suggested the Board consult with the same outside counsel that recently advised the Town of Front Royal to ensure a full understanding of their legal options. Dr. Jamieson echoed these sentiments, highlighting that 38% of the county's population resides in Front Royal and shares similar concerns, advocating for a consistent approach between the two municipalities.
Despite Ms. Cullers' desire to proceed with the planned August 18th hearing due to community anticipation, the Board ultimately voted to authorize the public hearing advertisement contingent upon their ability to meet with outside legal counsel between August 7th and 17th. County Attorney Jason Ham also indicated his willingness to provide a written public statement on the matter, following the precedent of a Frederick County legal memorandum.
