The Grimes City Council approved a resolution establishing preliminary requirements for future data center proposals, despite the city having received no applications. Mayor and council members said the policy is intended to prevent residents from being surprised by development and could serve as a model for neighboring communities.

Before submitting an application, developers would have to hold public meetings, notify property owners within 500 feet, create a project website and disclose the company behind the project along with expected environmental and traffic impacts. Any eventual proposal would be incorporated into a project-specific zoning ordinance and require review by the planning and zoning commission and three City Council votes. Grimes also stated that data centers would not receive tax incentives.
