Abbott Orders Comprehensive Data Center Audit Amid Surge in Texas Grid Requests
Texas Governor Greg Abbott has ordered state regulators to conduct a comprehensive audit of all data centers seeking connection to the state's electricity grid. This directive comes amid a significant surge in interconnection requests from data centers and concerns about their impact on grid reliability, water resources, and residential electricity costs. Projects found non-compliant with state requirements will be denied grid connection, and the audit aims to inform future legislative action to mitigate data center impacts.
Texas Governor Greg Abbott has mandated a comprehensive audit and verification process for all data centers currently seeking to connect to the state's electricity grid. The order, issued to the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT), requires that any data center projects failing to comply with state requirements or law must be denied connection.
This decision follows a surge in new load requests to ERCOT, with approximately 474 gigawatts under review—more than five times Texas' record peak demand—and around 90 percent of these requests coming from data centers. Governor Abbott cited the non-compliance of some data centers with PUC's water and power usage survey as a key reason for the audit. The PUCT and ERCOT are also tasked with gathering additional information on each project, including self-sufficiency in power and water, and mitigating impacts on neighboring properties.
The audit builds on a previous directive from Governor Abbott in June, which aimed to prevent data center expansion from burdening everyday Texans with infrastructure costs or negatively affecting residential electric bills. Texas Railroad Commissioner Wayne Christian applauded the audit, emphasizing the need for a "Texas plan for data centers" that prioritizes grid reliability and natural resources, stating that data collection is crucial for developing such a plan. Although Texas has been a leader in data center inventory, recent polling indicates public opposition to new data centers in local communities, leading Abbott to reevaluate project placements, emphasizing that "Texans must come first."
