Rep. Matthew Winslow, a Republican from Franklin County, voiced concerns that North Carolinians are already experiencing higher electricity bills. He emphasized that the state cannot afford to exacerbate this issue with the energy demands of massive data centers and ambitious green energy policies.

The legislation proposes several key changes, including stronger oversight mechanisms for data centers, modifications to existing energy policies, and new measures focused on ethics and accountability within the utility sector. Winslow stated that while data centers offer economic opportunities, their growth must not compromise ratepayers, water resources, or the state's energy reliability.

He concluded that the Ratepayer Protection Act aims to balance responsible economic growth with the protection of North Carolina families. The bill is currently under review and awaiting action from the Committee on Rules, Calendar and Operations in the North Carolina House of Representatives.
