P&Z Commission recommends approval of comprehensive plan, hears from Alliant on data centers
Marshalltown's Planning and Zoning Commission recommended approval of a new comprehensive plan and held a workshop on data center regulations. Alliant Energy provided input on energy availability and costs for large load users like data centers, as the city prepares to draft specific regulations.
The Marshalltown Planning and Zoning Commission unanimously recommended council approval of the new MarshALLtown Comprehensive Plan. Assistant Housing and Community Development Director/Zoning Administrator Clayton Ender emphasized that the plan is a living document intended to guide future development and regulation for the next 20 years, allowing for adaptation to emerging technologies.
Following this, the commission transitioned to a work session focused on data center regulations. Kiley Miller, a community engagement consultant from Alliant Energy, addressed the commission, explaining how the company manages large load customers like data centers. Miller clarified that new data centers are responsible for 100 percent of their own infrastructure costs and that electricity rates are approved by the Iowa Utilities Commission, not on a community-by-community basis.
Commissioner Steve Valbracht cautioned against implementing overly restrictive regulations that could negatively impact existing industrial facilities in Marshalltown, such as Emerson and Lennox. The commission aims to develop regulations tailored to Marshalltown's specific needs rather than mirroring other communities. Ender is expected to present a first draft of data center regulations at the next P&Z meeting on September 17.
