The Plymouth Plan Commission voted unanimously to recommend rezoning nearly 900 acres on the city’s northeast side from R-1 and R-2 residential to industrial. Indiana Tool & Manufacturing says the Indiana Innovation Center and District would support startups and larger companies focused on advanced manufacturing, emerging technologies, research, cybersecurity and related industries.

The proposal drew about 120 people to City Hall, with 19 residents speaking and additional written comments submitted. Some nearby residents questioned the lack of detail about the future businesses and facilities. The plan now goes before the Plymouth Common Council for consideration alongside an annexation request. City officials also clarified that data centers are not currently a permitted use under Plymouth’s zoning ordinance, despite speculation that one could be planned for the site.
