
Data Centers vs. Factories: Do AI Facilities Truly Benefit Rural Economies? Evidence from an Arkansas Simulation
This article presents findings from an economic simulation examining the long-term operational impacts of data centers compared to traditional manufacturing in rural Arkansas. The study found that while data centers perform strongly at the state level, their local economic integration and employment spillovers are more limited in rural counties. However, they consistently generate higher tax impacts before considering potential abatements.

This is attributed to the broader corporate operations and tech support networks that create jobs across the statewide economy. However, in rural counties, data centers show more constrained impacts, producing fewer employment spillovers than manufacturing industries due to smaller local labor pools and reliance on external suppliers for specialized workers and hardware.
Despite limited local integration in rural areas, data centers consistently generate higher tax impacts per dollar of output across all regions. This benefit, however, is cautioned by the common practice of data center developers conditioning investments on substantial local tax abatements or utility waivers, which could significantly reduce actual public revenue. The article also highlights that data centers place significant demands on energy and water infrastructure, potentially creating capacity challenges for smaller rural systems.
