The Pennsylvania House of Representatives recently advanced two key pieces of legislation, HB 2150 and HB 2151, designed to regulate data center development across the state. These bills, which passed the House and are now heading to the Senate, address concerns regarding the environmental and community impacts of data center operations. HB 2150, titled "Data Centers: Accountability and Transparency," mandates that data center developers disclose the nature of their operations and report energy and water usage to the Department of Conservation and Natural Resources (DCNR). The DCNR would then be responsible for providing recommendations to mitigate potential negative environmental consequences from these facilities. Concurrently, HB 2151, known as "Community Standards for Data Center Development," aims to establish uniform statewide standards for data center operations. This legislation directs municipalities to adopt local ordinances that regulate critical aspects such as sound barriers, setback distances, building design standards, and equipment modifications, with the goal of reducing the impact on local utilities and communities.
