Pennsylvania PUC to Examine Emergency Electricity Curtailment Rules
Pennsylvania's Public Utility Commission has ordered an examination of emergency electricity load control procedures and the allocation of costs for large computational loads, citing concerns about rapidly increasing demand. The commission is also creating a working group to explore improvements to ratemaking procedures, considering factors like data center development. Proposed changes are expected by October 1st.
The Pennsylvania Public Utility Commission (PUC) has initiated an examination into the state's emergency load control procedures and the cost allocation for high computational loads, such as data centers. This directive comes in response to growing concerns over the balance between surging electricity demand and available resources, particularly after PJM's energy auction forecasted a 6,831-megawatt shortfall for the 2028-29 delivery year.
The PUC has instructed its Law Bureau and Bureau of Technical Utility Services to draft a tentative order outlining proposed changes to these curtailment procedures, with a public meeting scheduled for October 1st and a final order anticipated by January 27th. Concurrently, the commission has established a "Ratemaking Working Group" to explore enhancements to existing ratemaking procedures, acknowledging a rapidly evolving landscape influenced by inflation, customer arrears, supply chain issues, infrastructure needs, and data center development.
