Dearborn, Michigan, and Livonia, two significant suburbs in Wayne County, are actively moving to regulate data center development. Dearborn's City Council unanimously approved an amendment to its zoning ordinance on August 18, removing data centers as a "by right" land use in light industrial or technology and research zones, and limiting them to general industrial areas. Councilman Mustapha Hammoud noted this change aims to prevent unintended hyperscale data center development given the current "loosey-goosey" regulations.

Simultaneously, Livonia's planning commission is reviewing its zoning to address data centers. While no specific draft language has been presented yet, the commission intends to set a public hearing date at its September 1 meeting to discuss new regulations. Planning Commission Chair Ian Wilshaw highlighted that Livonia lacks sufficient open land for hyperscale facilities and suggested requiring studies on noise, energy, and water usage for proposed projects, along with a visual map of potential data center locations.

These local initiatives are part of a wider trend in Metro Detroit, with communities like Detroit, Gibraltar, Rochester Hills, Sterling Heights, and Washington Township also updating their zoning policies. The heightened scrutiny on data centers stems from public concerns over the substantial energy and water consumption, noise pollution, and potential impact on property values associated with hyperscale facilities, particularly those used for AI training.
