The Graham City Council voted unanimously after nearly four hours of testimony and negotiations to approve a 30-year development agreement with Headwaters Site Development for a planned multibillion-dollar data center in Young County. Stream Data Centers representatives participated in negotiations over infrastructure payments, water and wastewater services, noise, traffic, environmental safeguards and enforcement. The agreement allows Graham to provide reclaimed water and wastewater services while keeping the data center property outside the city limits for 30 years.

The agreement establishes a 65-decibel noise limit at affected property boundaries, limits the use of city drinking water for cooling and addresses construction traffic, road restoration and emergency services. Olney Mayor Rue Rogers supported the agreement but urged Graham, Young County and the developer to coordinate on workforce housing, roads and public safety. Headwaters representatives said the company would continue discussions with Young County, Olney and Newcastle, but Chief Development Officer Oisin Ó Murchú said construction remains paused pending Texas Commission on Environmental Quality approvals. The data center's tenant has not been publicly identified.
