Texas Governor Greg Abbott has initiated steps to balance the state's burgeoning data center industry with the potential strain on local and state resources. Abbott issued a letter to Public Utilities Commission (PUC) Chairman Thomas Gleeson and Electric Reliability Council of Texas (ERCOT) CEO Pablo Vegas, instructing them to implement various regulatory measures to manage the more than 480 proposed data centers projected to connect to the grid by 2032.

Key directives include requiring data centers to cover all their electric infrastructure costs to prevent residential ratepayers from bearing these expenses. Abbott also tasked the PUC with taking actions to reduce residential electrical bills through data center interconnections. Both PUC and ERCOT have a July 17 deadline to submit a joint memorandum identifying additional safeguards for ratepayers, while the PUC has until July 31 to begin reducing residential transmission costs.

Governor Abbott also expressed his intention to collaborate with Texas lawmakers on enacting legislative measures. This move marks a shift for Abbott, who previously championed data center development, acknowledging the risks of overwhelming communities. Lt. Gov. Dan Patrick and Texas House Speaker Dustin Burrows have also included directives on data centers in their interim charges to state senators and representatives, focusing on issues like water transparency, affordability, global competitiveness, national security, and electrical grid stability. The effort underscores the state's challenge in managing rapid growth thoughtfully and swiftly.
