A Dixon man, Harley R. Delander, has been charged with three felonies for allegedly threatening a Lee County economic development official, Tom Demmer, over data center development. Police say Delander made threats via social media and email, and planned a protest at Demmer's home. Authorities emphasize that while free speech is protected, threats and conduct creating fear for safety will be investigated.
Harley R. Delander, a 28-year-old Dixon resident, has been formally charged with three felonies for allegedly making threats against Tom Demmer, Executive Director of the Lee County Industrial Development Association and a former Illinois state representative. Police allege Delander's threats, communicated through social media posts and emails, were motivated by his opposition to data center development. Charges include intimidation/physical harm, stalking, and cyberstalking, all stemming from communications that caused concern for the safety of Demmer and his family.
The investigation began after the Dixon Police Department received information regarding Delander's communications, which reportedly included plans to protest at Demmer's home, with Demmer's address shared on Delander's Facebook page. Delander is currently held in Lee County Jail, with a preliminary hearing set for June 10.
Dixon Police Chief Ryan Bivins emphasized that while the department respects constitutional rights to free speech and peaceful protest, threats and conduct instilling fear for personal safety will be thoroughly investigated and addressed as criminal behavior. The case is under investigation by the Dixon Police Department and has been referred to the Lee County State
