Fermi America, co-founded by former U.S. Secretary of Energy Rick Perry, is developing what it calls the world's largest energy-driven artificial intelligence complex in Amarillo, Texas. This "HyperGrid campus" is planned to be powered by large-scale nuclear power plants, with the first reactor expected to be operational by 2032. The company is actively engaged with the Nuclear Regulatory Commission (NRC) on a pilot program. This initiative aims to improve regulatory efficiency by allowing applicants to prepare Environmental Impact Statement documentation, a new approach enabled by recent amendments to the National Environmental Policy Act. According to the NRC, this program is projected to reduce in-house review time by approximately 50% and achieve resource savings of about 30% while maintaining environmental compliance. Fermi America is the first private company to participate in this pilot, having already submitted a combined license application last year for "Fermi Units 1-4" as part of "Project Matador" on the northeast side of Amarillo.
