Revised data center proposal in Joplin

The city council will review the ordinance on August 3rd.
The Joplin Planning and Zoning Commission has recommended that the city council approve a revised ordinance pertaining to data centers. This proposed ordinance, which resulted from public feedback and information from a recent conference, includes new regulations addressing ancillary uses of data center properties and specific noise level requirements.
Rebecca Collins, Director of the Joplin Sustainable Technology Alliance, addressed concerns about potential water pollution, explaining that the ordinance mandates developers to implement closed-loop cooling systems. This requirement aims to prevent excessive water usage and aquifer depletion by ensuring water reuse. Resident Martha Knox voiced worries about potential increases in utility rates. However, city planner Tyler Bolair stated that the ordinance includes a provision for contractually enforceable agreements between developers and utility companies, ensuring that data center operations will not lead to higher rates for existing residents, as state-level regulations require justification for rate adjustments. The revised ordinance is scheduled for review by the Joplin City Council on Monday, August 3rd.
