
Texas Debates Data Center Impact on Transmission Lines Amid Rapid Market Growth
Texans, legislators, landowners, and environmentalists are debating the expansion of 765-kV transmission lines across the state, citing concerns about data center proposals and seeking more local control. Regulators are also working on a new system to allocate the cost of new transmission lines between residential consumers and industrial groups like data centers. Meanwhile, Dallas-Fort Worth has surpassed Virginia as the top data center market, with investors also eyeing the Permian Basin for new developments due to abundant natural gas, water, and power.
A significant debate is underway in Texas regarding the widespread buildout of 765-kV transmission lines, with a diverse coalition of Republican and Democratic legislators, statewide candidates, rural landowners, and environmentalists protesting the expansion. During a nine-hour hearing, lawmakers heard recommendations for greater local control over data center proposals and calls for more time to reform the process of approving transmission lines across the state.
Simultaneously, state regulators are developing a new method to determine the cost burden of constructing new transmission lines, aiming to shift more of the expense from residential consumers to industrial entities, including data centers. This comes amidst a surge in data center development across Texas, with the Dallas-Fort Worth market dethroning Virginia as the world's leading data center market in terms of existing and under-construction gigawatt capacity, according to reports from Cushman & Wakefield and JLL.
Despite the ongoing protests and political concerns, investors are actively pursuing data center projects in the Permian Basin, attracted by the region's ample access to cheap natural gas, water, and power. Greg Pipkin Jr., Chief Executive of EagleRock, highlighted the Permian's advantages in addressing common data center concerns regarding resources and infrastructure.
