Power generating facility, data center UDC amendments postponed at Cheyenne Planning Commission

The Cheyenne Planning Commission postponed proposed Unified Development Code amendments covering power generation facilities and data centers. Commissioners requested more information about utility impacts, noise, water use, setbacks, cooling systems and regulations for different-sized facilities before further consideration.

The Cheyenne Planning Commission postponed consideration of proposed Unified Development Code amendments regulating power generation facilities and data centers. The power-generation proposal was moved to Nov. 2, while the data-center amendment was postponed until Oct. 19 to allow additional discussion and feedback from utility providers.

The proposed data-center rules would lower noise limits, require sound studies, regulate emergency-generator testing and construction activity, and prohibit evaporative cooling in favor of closed-loop systems. Bryce Dorr of the Cheyenne Board of Public Utilities cautioned that closed-loop cooling could require substantially more electricity and water, prompting commissioners to seek further information before acting.
