Less than a year after Gov. Greg Abbott called Texas the “epicenter of AI development,” the Republican governor is now calling for sweeping new rules as he campaigns for reelection. His proposals would require data centers to pay for their own electric infrastructure, provide or support additional power generation and use water-efficient cooling systems. Abbott also wants to phase out certain tax incentives for the industry.

The shift comes amid growing opposition from Texas residents who worry the rapid expansion of artificial intelligence infrastructure could drive up electric and water bills while straining the state’s power grid.

Abbott says the goal is not to stop data center development but to ensure companies pay their own way and do not pass infrastructure costs onto Texas families. Several major operators have already agreed to comply with the governor’s standards.
