Oregon Gov. Tina Kotek's moratorium on permits for data centers is scheduled to expire July 1, 2027, but officials in Hermiston and Umatilla are concerned it could become permanent. Hermiston Assistant City Manager Mark Morgan said a long-term moratorium could cost Umatilla County about $500 million in potential revenue over 20 years from data centers operating in Hermiston.

Umatilla has declared an emergency and is communicating with the governor's office, while Umatilla County scheduled a special meeting to consider hiring Portland law firm Tonkon Torp LLP. Morgan said Hermiston agrees with local officials who believe the governor's actions are illegal and is working with them to evaluate legal options. The proposed legal contract would authorize up to $250,000 in fees.
