
Texas governor pumps brakes on data centers

Texas Governor Greg Abbott has issued new regulations aimed at controlling the rapid proliferation of data center projects connecting to the state's utility grid. The order mandates that the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) conduct comprehensive audits of data center developers.
Under these new requirements, developers must disclose information on state and local tax incentives, projected water and electricity consumption, and controlling interests in their projects. The governor's office stated that approximately 1,800 projects, with about 90% being data centers, are currently awaiting ERCOT approval, collectively demanding an estimated 474 gigawatts of electricity—over five times the grid's peak record. Governor Abbott emphasized that the priority is to protect Texans' safety and quality of life, asserting that projects failing to comply with requirements will be denied grid connection.
The initiative comes in response to recent power outages in Texas, including a major crisis in 2021, and growing community backlash. Many residents have expressed feeling blindsided by large construction projects, with over 1,300 complaints documented by environmental advocate Erin Brockovich related to utility usage and environmental health concerns from data centers. For example, nearly 400 complaints originated from Sulphur Springs, Texas, concerning a data center campus project by MSB Global. The new audit process also requires developers to submit plans for noise mitigation, light controls, traffic improvements, and emergency response coordination.
