Axios reported that AI executives and Republican officials are increasingly worried that this public pushback could impede construction efforts and make elected officials less inclined to approve new projects, even as capital expenditure on AI infrastructure continues to rise significantly, with Goldman Sachs estimating massive investments and a doubling of U.S. data center power demand by 2027.
The negative public sentiment towards data centers is beginning to translate into policy. In Pennsylvania, Governor Josh Shapiro signed an executive order requiring data center developers to secure local approval and make legally binding commitments to comply with the state's Responsible Infrastructure Development requirements, covering energy affordability, environmental protection, and community involvement. Similarly, in Wisconsin, the topic has become a point of contention in the governor's race, contrasting with the previous Trump administration's broader push for AI infrastructure expansion.
In response, technology companies are shifting their strategies to emphasize the local economic benefits of their projects. OpenAI's chief global affairs officer, Chris Lehane, highlighted the need to directly address concerns about electricity and water, while Meta announced a $1 billion "Future Is for Everyone Fund" to support communities where it operates or plans to build data centers. This indicates that successful data center development will increasingly depend on convincing local communities and elected officials of the projects' value beyond just technological and financial considerations.
