Jasper County moves toward implementing moratorium on data centers
Jasper County Council has approved the second reading of a one-year moratorium on data centers, with final adoption expected next month. The council is concerned about the lack of adequate regulations to control data center location, design, and infrastructure needs, as well as potential strain on the electrical grid and water system.
The Jasper County Council has advanced a one-year moratorium on data centers, data processing facilities, and cryptocurrency mining operations, approving the second of three required readings. The measure passed unanimously during its September 21 meeting and is anticipated to be formally adopted after a final reading next month.
According to Council Chair Joey Rowell, the approval of the first reading invoked the state's Pending Ordinance Doctrine, effectively putting the moratorium into effect immediately. The council's decision stems from concerns that current county ordinances are insufficient to regulate data centers' location, design, size, density, land use, and infrastructure demands.
The proposed ordinance highlights potential risks posed by data centers, including increased demand on the local electrical grid and water systems, as well as the possibility of air, noise, and light pollution. During a public hearing on the matter, Grant McClure of the Coastal Conservation League spoke in favor of the moratorium, while no one voiced opposition. Rowell emphasized the county's desire to gather comprehensive information to ensure future development decisions align with infrastructure and utility capabilities.
