The Emporia Planning Commission has postponed crucial decisions on three proposals for the planned Flint Hills Digital Campus, following a lengthy public hearing that saw more than six hours of testimony. Commissioners, including Denise Gilligan and Aaron Larson, cited the need for additional revisions and information, particularly regarding stronger safeguards and clearer language in the proposed regulations. Over 50 people addressed the commission, with the majority opposing the proposed zoning changes and digital infrastructure rules.

The three tabled items include a proposed Digital Infrastructure Overlay district, which aims to create a regulatory framework for data centers, and a request to rezone 1,065 acres west of Emporia for light industrial use. Community members, such as Deb Dickerhoff, urged for a one-year moratorium to allow for further studies and the implementation of comprehensive rules. Concerns were raised about potential environmental impacts, water usage, noise levels, and the strain on electrical infrastructure.

While some supporters highlighted the economic benefits, including jobs, tax revenue, and new business opportunities, most speakers emphasized the need for a slower, more thorough review process. Commissioners expressed discomfort with voting without a revised, clean copy of the proposals incorporating their recommendations for stronger protections. The commission unanimously voted to table all items until a special meeting on June 30 at White Auditorium to continue their consideration.
