OpenAI is spearheading the development of extensive AI infrastructure across Texas, with operational 'Stargate' sites in Abilene and new construction underway in Milam County. A third site is also being developed in Shackelford County. These projects are projected to create over 8,000 construction jobs and 1,700 long-term positions in Abilene alone, with more expected statewide. Addressing public concerns about the impact of data centers on local utility costs, OpenAI Chief Operating Officer Brad Lightcap recently joined President Trump at the White House to sign the Administration’s new Ratepayer Protection Pledge. This commitment aims to ensure that consumers are not burdened with higher electricity bills due to the energy demands of AI infrastructure. OpenAI emphasizes its strategies for minimizing environmental impact, including supporting a more efficient power grid by using less energy during peak demand and more during surplus periods. The Shackelford County campus is planned to operate with its own on-site power system, reducing reliance on the local grid. Furthermore, all Texas data centers are designed with closed-loop cooling systems that recirculate water, significantly reducing water consumption; the Abilene campus's annual water use is estimated to be roughly equivalent to that of an average household. Chris Lehane, OpenAI's chief global affairs officer, stated that the company is committed to being good neighbors, fostering job creation, and boosting local economies without increasing household utility bills.
