Northampton City Council considers data center moratorium

The Northampton City Council is actively considering a proposed ordinance amendment that would place a 365-day moratorium on data center development within the city, with a potential 180-day extension. City Council President Rachel Maiore, alongside Councilors Laurie Loisel and Gwen Nabad, introduced the amendment, citing widespread anxiety in the community regarding data center impacts and the need for a dispassionate study.

Simultaneously, a resolution has been put forth by Maiore, Loisel, and Mayor Gina-Louise Sciarra to establish a 10-member joint committee. This committee, to be appointed by Maiore by Oct. 1, would include councilors, city department heads, and residents with expertise in data processing, environmental, or economic impacts, tasked with presenting findings and recommendations to the City Council by April 1, 2027.

During discussions on Sept. 3, councilors like Chris Stratton raised concerns about the size and AI workloads of data centers and proposed amendments to differentiate between large-scale operations and in-house data needs. Councilor Meg Robbins also suggested exempting accessory computer services from the moratorium. These items have been referred to the Planning Board and Legislative Matters Committee for a joint meeting on Sept. 24, with a vote on the resolution scheduled for Sept. 17.

Northampton's actions align with a broader trend in Massachusetts; Governor Maura Healey recently signed an executive order requiring local approval for data centers before state permitting, and nearby communities like Holyoke, Agawam, and Westfield have already enacted bans or moratoriums.
