PUC warns status quo won’t work as ‘electricity supply, demand move out of sync’
A Pennsylvania Public Utility Commission (PUC) analysis warns that rapidly growing electricity demand, largely driven by data centers, poses serious reliability risks across Pennsylvania and the broader PJM region. The study indicates that the regional grid may fail to meet reliability standards from 2027 through 2030 without urgent action. PUC Chairman Steve DeFrank emphasizes the need for a comprehensive energy strategy to keep supply aligned with demand.
The Pennsylvania Public Utility Commission (PUC) released an independent analysis on September 14, warning that a surge in electricity demand, primarily fueled by data centers, threatens to create significant reliability risks across Pennsylvania and the broader PJM Interconnection region. PUC Chairman Steve DeFrank stated that while data center development offers opportunities, it cannot compromise the reliable and affordable electric service for existing families and businesses.
Conducted by Synapse Energy Economics, the study projected that under current load forecasts and without additional policy interventions, the regional grid would fail to meet PJM's reliability planning standard from 2027 through 2030. By 2030, the modeled reliability risk is nearly six times worse than the established standard. In a severe scenario, new data center demand between 2029 and 2030 alone could exceed the entire current annual electricity demand of Pennsylvania.
Chairman DeFrank underscored the urgency, saying, "electricity demand and supply are moving out of balance and the status quo is not sustainable." He called for immediate action at PJM and a broader Pennsylvania energy strategy. Pennsylvania Senate Majority Leader Joe Pittman (R-41) echoed the concerns, acknowledging that slow resource entry has reduced supply and advocating for the embrace of all power sources to strengthen the grid and ensure energy affordability. Both leaders stressed the need for collaboration among policymakers, regulators, utilities, generators, consumer advocates, and other stakeholders to address the evolving energy system.
