Coventry Planners Weigh Data Center Ban, Duplex Rules

The Coventry Planning Commission held a discussion-only workshop on potential future zoning code changes, signaling support for a data center prohibition within the town's zoning package. While no votes were taken, the commission provided direction on draft rules for various housing types, including two-family and multifamily homes in the R20 residential zone. A package of these proposed changes is anticipated to reach the Town Council for a first reading in early 2027.

During the workshop, a town planning official introduced the topic of data centers, noting their significant energy, water, and space requirements, coupled with limited employment opportunities. Commission members expressed concerns, with one citing Virginia's infrastructure challenges for such facilities and others raising issues like warm water discharge into ponds and noise pollution. One member suggested recommending a moratorium to the Town Council to allow for further study of the issue. The town's consultant, Weston & Sampson, is assisting in drafting these zoning revisions.

The discussion also encompassed allowing two-family and multifamily homes in the R20 residential zone, with an "even Steven approach" aimed at maintaining current density levels while preventing state density bonuses from being stacked on a higher local baseline. Members debated various specifics, including capping individual buildings at five units and minimum lot sizes. There was mixed opinion on allowing housing in commercial zones, and the commission also reviewed rules for short-term rentals and other uses previously allowed by special permit.
