
Texas pauses data center power connections for comprehensive grid audit
Texas is facing strain on its independent power grid (ERCOT) due to population growth and increasing demand from data centers, especially during heat waves. Governor Greg Abbott has ordered a comprehensive audit of data center projects seeking ERCOT interconnection and paused new approvals. This follows new legislation (SB 6) aimed at standardizing interconnection and cost-sharing for large power users.
Texas is facing significant challenges to its independent power grid, operated by the Electric Reliability Council of Texas (ERCOT), due to rapid population growth and the increasing demand from data centers, particularly those supporting artificial intelligence systems. These issues have been exacerbated by recent heat waves, which push the grid to its limits. Although the grid managed a record July peak without conservation calls, future demands are substantial, with 474 gigawatts of potential projects in the pipeline – more than five times the July peak.
In response, the Texas Senate Business & Commerce Committee held a hearing on electric reliability, focusing on Senate Bill 6. Effective June 20, 2025, SB 6 aims to standardize ERCOT interconnection for large power users like data centers, mandate cost-sharing for infrastructure, and allow curtailment during grid emergencies. Furthermore, Governor Greg Abbott issued directives in June to prevent data centers from shifting infrastructure costs to residential ratepayers and promised legislation regarding their generation, water efficiency, usage reporting, community impacts, and tax incentives.
Most notably, Governor Abbott on August 3 ordered a comprehensive audit of all data center projects seeking ERCOT interconnection and paused all new approvals until this review is complete. This action signals the state's recognition that its "business friendly" approach cannot compromise the shared resources of power and water. While Texas has developed a legal framework to attract businesses, the practicalities of operating—including reliable electricity, water, and transmission—are becoming critical tests for the state's ability to sustain growth in a hotter, more power-hungry future.
