The Georgia Public Service Commission has officially approved a significant power contract between Georgia Power and OpenAI for the development of Project Camellia, a massive data center in Effingham County. Once fully operational between 2028 and 2032, the facility is projected to require approximately 3,200 megawatts of power, making it one of Georgia Power's largest customers.
Despite its substantial energy demands, the project is anticipated to benefit typical residential customers by lowering power bills by an estimated $180 annually starting in 2029. This reduction is attributed to the revenue generated from large-load contracts like OpenAI's, with the company covering the full cost of necessary infrastructure and electric service. OpenAI has also committed to providing up to 1,000 megawatts of flexible demand response, allowing it to reduce power usage during peak demand times for the broader grid. Aaron Mitchell, Senior Vice President of Strategic Growth for Georgia Power, emphasized the project's value for customers through enhanced reliability and lower prices, a sentiment echoed by Georgia Power CEO Kim Greene.
Beyond economic impacts, OpenAI has pledged $80 million in local community benefits for schools, public safety, healthcare, and infrastructure. Environmental considerations are being addressed through the implementation of a closed-loop water system designed to minimize ongoing water consumption. Governor Brian Kemp lauded the investment, highlighting the collaborative approach taken by local partners, and an independent firm will conduct annual audits to monitor OpenAI’s adherence to its community and operational commitments.
