Effingham County residents have voiced significant concerns regarding the quality of life and potential noise pollution emanating from a planned OpenAI data center in Rincon, Georgia. The facility, a $20 billion investment by OpenAI, is slated for construction within the Savannah Gateway Industrial Hub, mere hundreds of yards from residential areas and two elementary schools, Blandford Elementary and Creekside Elementary.
Megan Burchette Newton and Raymond Carver, local residents, expressed shock and anger, fearing the constant hum of cooling systems and potential backup generators would disrupt their community. Their worries stem from the uncertainty of how effective proposed mitigation measures will be, as issues from data center noise often go unresolved due to a lack of reliable data and outdated noise ordinances.
Effingham County Manager Tim Callanan stated that he conducted a noise assessment at a data center in Abilene, Texas, and was reassured by the low noise levels. He highlighted OpenAI's commitment to using 100% battery electric storage systems for backup power, which are silent, a feature he noted as uncommon in other data center locations. An OpenAI spokesperson confirmed the project, known as "Project Camellia," will utilize offsite utility power, will not have onsite diesel generators after completion, and will include a 300-foot vegetative buffer. The company also committed to a pre-operation noise study, compliance with county noise limits, and ongoing perimeter noise monitoring with public data updates. The project remains in the design phase, with final details pending.
