Volusia County, Florida, leaders are advancing a proposed ordinance that would prohibit the review or approval of applications, permits, rezonings and amendments for large-scale data center construction or expansion in unincorporated areas. The measure follows a unanimous August vote directing county staff to draft the ban and cites concerns about water consumption, environmental effects and potential health risks.

County Chair Jeff Brower said Volusia needs data centers for essential functions but not facilities that consume substantial amounts of drinking water. The ordinance is scheduled for a first reading at the Thomas C. Kelly Administration Center, followed by consideration by the Planning and Land Development Regulation Commission and a second and final reading before the County Council. If approved, it would take effect after filing with the Florida Department of State.
