Representative Alexandria Ocasio-Cortez and Senator Bernie Sanders have introduced the Artificial Intelligence Data Center Moratorium Act, legislation designed to implement a nationwide pause on the construction of new AI data centers. The bill aims to establish robust national safeguards to protect workers, consumers, the environment, and civil rights against the negative impacts of the rapidly expanding AI industry.
The legislators highlighted concerns about the AI industry's immense energy consumption and environmental harm, citing instances such as toxic emissions from AI facilities in Boxtown, a predominantly Black neighborhood in South Memphis. They also pointed to issues like job displacement by AI, surveillance, and data collection without public consent. The bill seeks to address the rising utility costs for everyday Americans, which are reportedly increasing due to the massive energy demands of these high-intensity data centers.
According to Representative Ocasio-Cortez, over 100 communities across 12 U.S. states have already enacted local moratoriums on data centers, indicating widespread public opposition to their uncontrolled expansion. The lawmakers emphasized that the current regulatory environment, which has allowed billionaires like Sam Altman, Elon Musk, and Peter Thiel to self-regulate, has enabled unchecked growth and exploitation, leading to the current push for federal intervention to protect communities from further harm.
