Michigan City officials are considering a temporary moratorium on new hyperscale data centers through July 31, 2028. The proposed ordinance would exempt Google’s data center, which is already under construction, prompting residents to demand stronger restrictions and oppose future expansion.

The Michigan City Common Council is considering a temporary moratorium on new data center development that would remain in effect until July 31, 2028, if approved. The ordinance is in its first-reading stage and is expected to receive a vote after a third reading. Google’s data center on Royal Road would be exempt because construction is underway and permits have been issued for a second phase.

Council members and the city attorney said applying the moratorium retroactively could expose Michigan City to significant legal liability. Residents and local advocates, including Savannah Lyle, Eileen Mark and Just Transition Northwest Indiana Executive Director Ashley Williams, criticized the exemption and called for stronger limits on Google’s future expansion, environmental protections and greater public input. Councilwoman Nancy Moldenhauer said sponsors plan to revise the proposal and hold public workshops before bringing a final version back for consideration.
