Keller approves settlement terms in Westlake data center dispute
Keller City Council approved a settlement with PowerHouse Data Centers and the Town of Westlake over a proposed data center campus near the Keller border. The agreement allows the project to proceed but requires noise controls, monitoring, screening, landscaping and drainage improvements, and provides $1.8 million in funding for Keller-related purposes.
Keller City Council unanimously approved settlement terms resolving litigation over the proposed Circle T Data Center campus in neighboring Westlake. The project, developed by PowerHouse Data Centers, is planned near Keller neighborhoods and prompted extensive resident opposition, a lawsuit by the Lakes at Marshall Ridge Homeowners Association and Keller’s intervention in the case.
The settlement does not stop construction, but gives Keller enforceable rights to monitor and address noise and operational conditions. It also requires an independent baseline noise study, noise limits, a 10-foot landscaping berm and drainage improvements, while providing $1.5 million for a community benefit fund, $300,000 for Keller Fire Rescue and $76,000 for legal and consulting costs. Westlake’s Town Council was expected to review the agreement at its next meeting, while related residents reached their own settlement.
