The Marshalltown City Council discussed proposed data center regulations and deferred a decision on extending the city’s moratorium, which is set to expire Nov. 23. Residents offered sharply divided views, with some urging stronger safeguards and an extension while others argued the city should move forward with development opportunities.

The Marshalltown City Council scheduled public hearings for Nov. 9 on proposed amendments creating a data center development review process and overlay zoning district. The council also discussed extending the existing data center moratorium by 60 days, but the item was withdrawn and can be reconsidered at the next meeting after concerns that substantial ordinance changes could delay adoption beyond the moratorium’s Nov. 23 expiration.

Public comments reflected disagreement over the proposals. Marshalltown Community School District Superintendent Theron Schutte opposed extending the moratorium, citing potential tax revenue and jobs, while numerous residents called for more time, limits on building size and water use, emergency and decommissioning plans, and additional public input. Mayor Mike Ladehoff and council members also discussed the limits of holding a special election and the risk that a developer could be grandfathered under existing rules if the new regulations are delayed.
