Speaking on the urgency of the matter, Governor Spanberger highlighted the industry's uncoordinated growth, which she stated has negatively impacted Virginians through increased electric bills, water usage, land consumption, air quality issues, and overall quality of life.
The framework introduces stringent policies, which Governor Spanberger claims are the highest standards in America. Key elements include increasing transparency by banning non-disclosure agreements for commercial projects and requiring community benefits agreements. It also eliminates "by right" approval, necessitating local permit approvals for data centers exceeding 25 megawatts to give communities a greater voice. Furthermore, the plan strengthens environmental protections with new standards for emissions, water usage, noise pollution, and land use, with Secretary of Natural and Historic Resources David Boliva set to elaborate on this aspect.
Economically, the framework aims to lower energy costs by ensuring data center companies pay the full cost of infrastructure necessitated by their operations, preventing the burden from falling on Virginia families and small businesses. It also prioritizes bolstering the clean energy economy and grid reliability by granting faster grid access to data centers sourcing clean energy, reducing backup generator emissions by 60%, and limiting onsite natural gas electricity generation—a measure reportedly unique among states.
