Rockford City Council committees have advanced a new tax-increment finance (TIF) district and a rezoning request for industrial development, despite local opposition. Residents are concerned about a proposed data center by Monarch Energy, citing potential impacts on water consumption, electricity rates, and the environment. Both measures are now scheduled for a full City Council vote.

Rockford City Council committees recently pushed forward with controversial plans to establish a new tax-increment finance (TIF) district and approve a rezoning request for industrial use. The proposed TIF district's boundaries include land along Edson Road where Monarch Energy intends to develop a data center, although Mayor Tom McNamara has clarified that data centers will not be eligible for TIF incentives.

Residents and Alderwoman Gina Meeks have expressed significant opposition to the industrial development, particularly citing concerns about the Monarch Energy data center's potential impact on water consumption, electricity rates, property values, and the nearby Kilbuck Bluffs Forest Preserve. Alderwoman Meeks specifically voiced discomfort with converting agricultural land near a forest preserve to industrial use.

Separately, Venture One Real Estate received preliminary approval for rezoning 166 acres along Edson Road from agricultural to industrial to develop a business park. Venture One principal Mark Goode assured the committee that his company does not build data centers and has an annexation agreement prohibiting such development on their site. Both the TIF creation and the rezoning request will proceed to the full City Council for a final vote.
